Holy smoke, I can't believe you are paying $45 for a visual two and a half years ago. I got my cylinder visually inspected yesterday for $25. Admittedly it didn't include a fill, but I can do that myself through our Club compressor for $3.50. Hydro's are only $35.

I do not use a dive shop for my cylinder testing, but use a guy who tests LPG cylinders and fire extinguishers etc.
