Diving Ladders

I'm trying to find a ladder to replace the useless one on recently purchased boat, and probably will need to get one custom made to suit diving.
Does anyone have an opinion about how deep below water level the bottom rung should be? Minimum and ideal depths.

Well I would've thought Ideal would be one that went about 1600mm below the surface, that way you don't have to lift yourself out of the water much at all to get on the first rung. Could be an a*** stowing a ladder that long though..
